Housing rehab guidelines not yet OK'd; meeting set

Wheatland council has made some decisions about the new housing rehabilitation program, but has not approved the guidelines under which a consultant will run it.

Council tabled approval Wednesday in order to get more information.

No one from the company hired to run the program, Mourice Waltz Planners and Consultants, Sharpsville, attended the meeting.

Under the program, homeowners who meet low- and moderate-income guidelines and are current on taxes and utilities are eligible for deferred loans for building code-related repairs.

Council had concerns about being notified when a home that has been rehabilitated is sold.

If the owner lives in the house for five years, he or she does not have to pay back the loan.

Someone who sells their house during that time has to pay back a pro-rated share of the loan. The amount of the loan to be paid back declines by 20 percent a year.

Council continued the meeting to 6:30 p.m. May 9 in hopes that someone from Waltz's company and borough solicitor William Madden can be there.

Council decided that it will not waive the annual $50 contractors registration fee for the program, nor the $10 building permit fee.

The program is funded by a $250,000 Community Development Block Grant from the state. After subtracting administration costs, about $216,000 will be available for construction.
