Resident wants city order enforced on neighbor

Anthony LaScola is hoping he can go over the heads of Hermitage city officials to force a neighbor to remove a drainage pipe.

Wednesday, LaScola, 758 Bobwhite Drive, asked commissioners to allow him to plead his case to the city board of appeals.

LaScola has feuded with neighbor Mark Mowry over a drainage pipe that dumps water onto LaScola's property.

The city had started enforcement proceedings but backed off. LaScola's complaint is part of a much larger problem of flooding on Bobwhite and Scott drives to Robertson Road, which the city hopes to alleviate with a $200,000 project in the spring.

LaScola wants the pipe capped or removed now, and pointed out that Mowry had been ordered to remove it.

City Manager Gary P. Hinkson said the city is willing to cap the pipe now if LaScola would allow it to cut a trench on his property to take water away. LaScola has refused to allow the work on his property.
