City officials complain of 'shoddy' demolition work, withhold pay

Sharon officials are dissatisfied with a Niles, Ohio, company which they say broke an agreement.

Mayor David O. Ryan said Thursday L.T. Boccia Construction and Demolition was hired to demolish 11 houses in the city.

The city has not yet paid Boccia any of the $24,600 contract, said Rosette Fisher, assisstant community development director. The city received a state grant to demolish vacant homes owned by the city, she said.

The company failed to complete the work properly and on time, and there are several properties that have yet to be demolished, Ryan said.

Joseph Caminiti, the city's community development director, said work was supposed to begin Dec. 3 and end Feb. 10.

Ryan said the demolished properties have not been back-filled and seeded properly and the company has pulled subcontractors off the job.

Caminiti said company employees left job sites without properly securing them or posting signs warning people there was a hole in the ground. The company also failed to contact the fire department each day to have them water the sites down, he said, adding the company didn't respond to city notification about the problems.

Boccia asked for an extension but Ryan said he saw no reason to grant one. Caminiti said the weather during December and January was exceptionally good, and there were no other good reasons to extend the contract.

City code officer Frank Smeraglia said he inspected the sites during and after the project and called it shoddy workmanship.

Louis Boccia, owner of L.T. Boccia, said this morning the city didn't give him a chance to complete the work. Though the weather may have been good for "walking on the sidewalk," Boccia said conditions for working were wet and muddy. He added that holidays also slowed work.

"Nothing has been done wrong," Boccia said, adding it's common to need an extension to complete work, and all the sites were properly secured.

Boccia also said his contractor called the fire department every day as required and that the "charges" against his company are false.

Boccia said he wants an opportunity to rectify the situation.
