Council eyes another grant for housing rehabilitation

Wheatland council wants to apply for another housing-rehabilitation grant, but Mercer County Regional Planning Commission first wants to document the need for more work.

Senior planner Chris Conti said information about the program, including income guidelines, is available at the borough building. Resident homeowners who are interested in the program can put their names on a list.

About three to five names likely will be left over when a $250,000 grant being used for upgrades is spent, Conti said. The list of interested people will help officials determine if there are enough people to apply for another grant, and how much to ask for.

Conti, who is administering the grant, noted that the borough has received calls of interest.

The borough used a Community Development Block Grant to fund code-related repairs on the homes of people who meet low- and moderate-income guidelines and are current on taxes.

Those who qualify are given up to $15,000 in deferred loans, which do not have to be paid back if the homeowner remains in the house for five years.

Fourteen homes have been rehabilitated, one more is in the works and the borough will have $8,697 left.

Council is discussing how best to spend the remaining money.

Council also will eventually receive $15,000 from the family of a resident who died, which can be used for another upgrade.

Council hired Mourice Waltz Planners and Consultants, Sharpsville, to run the program.

"Things went really quickly," Conti said, noting that the grant is just about spent a year after work began. "Waltz moved really fast and got it done."

Should the borough apply, it will be looking at another pot of money. The state wants to focus CDBG funds on water and sewer projects, and will accept housing rehab applications for the HOME program, Conti said.
