Communities eye franchise with Time Warner

Representatives of Fredonia and Hempfield, West Salem, Jefferson and Lackawannock townships, working through Mercer County Regional Council of Governments, have reached a tentative agreement for a new franchise pact with Time Warner Cable.

The agreement and drafts of an ordinance are being sent to the communities for review and adoption by Fredonia council and the townships' supervisors.

"We pretty well got everything we asked for in the process," said COG Executive Director James DeCapua.

Under the agreement, the communities would get 5 percent of the cable company's gross revenue earned in their towns to provide cable television.

Money the company earns for providing Internet service is not subject to the franchise fee, which DeCapua said is in accordance with Federal Communications Commission rules.

The rule is being challenged in court.

The agreement would be good for 5è years, which would give it the same ending point as Greenville's, which also is with Time Warner.

The agreement could be renewed for another 10 years.

Representatives from the communities who attended Wednesday's COG meeting agreed to meet with DeCapua and Time Warner to answer any questions that arise.
