Rain dampens turnout despite
judge, commissioner races

Hotly contested countywide commissioner and judge races, as well as a full slate of municipal showdowns, weren't enough Tuesday to overcome a rain-soaked primary Election Day that kept voter turnout below predicted levels.

"No question the weather was a factor," Bennington said.
