Hotly contested countywide commissioner and judge races, as well as a full slate of municipal showdowns, weren't enough Tuesday to overcome a rain-soaked primary Election Day that kept voter turnout below predicted levels. Mercer County Elections Director James Bennington said about 35 percent of registered voters went to the polls, 25 percent less than he predicted last week.
