Saying American manufacturers are getting pummeled in part from unfair foreign trade, U.S. Rep. Phil English unveiled plans Friday to toughen trade laws.

"This will be the first major overhaul of the anti-dumping trade law since the 1970s,'' English said as he toured Duferco Farrell Corp.'s steel plant.

Standing in the Farrell mill just a couple hundred yards outside of his 3rd District boundary line, the Erie Republican said he sponsored the Trade Law Reform Act of 2003 to reform key American trade laws.
