Before Farrell Area school directors approved a 12-percent tax hike Monday, Edward D. Zappa urged his fellow board members to reconsider the district's 2003-04 spending plan.

"Please give it more thought. This is a tremendous impact in terms of millage that we're dumping on the taxpayers," he said.
