It wasn't as if James Campbell went looking for trouble, he said. Trouble found him in the way of a legal notice that appeared in The Herald recently.

That notice, placed by the Mercer County Behavioral Health Commission Inc., 8406 Sharon-Mercer Road, East Lackawannock Township, sought bids for a new car. And that wouldn't have bothered Campbell so much, he said, if that's all the commission was seeking.

Campbell, of Transfer, told Mercer County commissioners Thursday he sees legal notices all the time for public entities seeking bids, but there was something he believed was a bit unusual about this one.

"Normally you see a bid where they want a 12-passenger van or a five-passenger car," he said. "This one here spells out they want a Pontiac Bonneville SE and it's got to have alloy wheels, it's got to have a CD player, and it's got to have adjustable electric seats and electric mirrors."
