Oops! Past practice on tax exonerations was improper

Greenville Tax Collector Linda Crisman was trained by former tax collectors that anyone with an income less than $5,000 didn't have to pay the borough's $10 per capita tax.

"People would come in, fill out forms requesting the exoneration and provide proof of income," she said. "That's how it's always been. People like housewives, who have no income of their own or college students who only work in the summer could ask for an exemption.

"But it's come to light recently this shouldn't be happening," she said. Mrs. Crisman has been the tax collector since filling an unexpired term in 2001. She was elected to the post in 2002.

Tuesday night, council members discussed the numerous exoneration requests -- and those approved for improper reasons.
