Judge nixes question many have been asking

The question of who knew the Western Pennsylvania Schools Health Care Consortium was having serious financial difficulty and when they knew it was asked but not answered during a court hearing Tuesday.

The consortium filed for an injunction to stop the Sharon City and Reynolds Area school districts from leaving the consortium which ran out of money to pay claims in the past year. Representatives from the districts and the consortium appeared before Mercer County Common Pleas Court President Judge Francis J. Fornelli.

Michael Hnath, attorney for the consortium, and Mark Longietti, solicitor for the school districts, questioned Phil Smalley about the consortium.

Smalley is the owner of Tra-Tech Inc., Hermitage, the consulting firm for the consortium. Smalley described himself as being "very involved" in the consortium since it was formed in 1995.
