Last year, the state Department of Environmental Protection inspected Farrell's sewage plant and found an overflow at the Kiefer Pump Station. The agency is asking that the city submit by the end of August a plan to correct the problem. The solution is expected to cost about $485,000 Council has two options, said Dan Goncz of Gannet Fleming, a Pittsburgh engineering company.
