Pair accused of kidnapping,
robbing teens are arraigned

"You just had a birthday two days ago. Happy birthday," District Justice Lawrence T. Silvis told James "Smoke" Mills, who turned 18 Tuesday, about a week after he and Cazimier "Cash" Rankin, 20, both of Ohio, allegedly kidnapped two 17-year-olds at gunpoint from a Grove City business parking lot and robbed them.

Mills, who is being charged as an adult, and Rankin were arraigned Friday afternoon in Silvis' court in Worth Township on almost 40 counts each of robbery, kidnapping, simple assault, unlawful restraint and terroristic threats.

"Murder is the only crime higher than a felony one. This tells you how serious this is," said Silvis, referring to the robbery and kidnapping charges.

The pair were charged after they forced the 17-year-olds into a car at gunpoint on July 21 from the parking lot of a convenience store in the 200 block of West Main Street, according to police.
