Owner of rescued puppies cited by county dog warden

The owner of a pair of Rottweiler puppies that were rescued from the roof of a house Monday on Lorain Street in Sharon has been cited.

Mercer County Chief Dog Warden Kathy Whiteman said Tuesday she cited the owner, identified by neighbors as Carol Lutz, for the puppies not having licenses or rabies shots and for confinement.

Confinement, she explained, refers to the fact that the dogs were in a position to get out on the roof and they were in a house where no one was living.

The puppies were discovered by neighbors at about 7 p.m. on the porch roof at 356 Lorain St. after they apparently crawled out an open second-floor window. After 911 was called, Brian Trowbridge, 30, of 326 Lorain, climbed onto a porch wall where he was able to coax the puppies close enough to the edge of the roof to grab them.

Neighbors believed Ms. Lutz and other residents of 356 Lorain recently had moved out of the house, leaving the puppies in what police described as deplorable conditions and with no access to food or water.
