Resident continues to dog supervisors about junkyard

Renee Campbell is frustrated.

The Shenango Township resident said she has been asking township supervisors to do something about a junkyard next to her Wansack Road home, and after nine months of attending supervisors' meetings nothing has changed.

She asked supervisors again Monday if anything has been done about the junkyard owned by Ohio resident David Lehman.

"I don't understand why I have to come here every month and be told the same thing. They give the same answer every month," Mrs. Campbell said.

Mrs. Campbell was told by Supervisor Chairman Larry Robinson that a zoning officer is aware of the problem.

Even though the property is not licensed as a business, people are still taking items from the junkyard, Mrs. Campbell said. She said people take items and pay the owner later, and she calls the police when she sees someone taking material from the property.

Solicitor Robert Tesone said Lehman can be cited if he is operating without a license. He also said that Lehman could apply for a new license and get one if the property meets regulations.

The property is not only an eyesore but a health violation, Mrs. Campbell said. She said it is rat-infested and she is worried for the safety of neighborhood children.

Mrs. Campbell asked if she could have neighbors sign a petition to stop the township from granting Lehman a business license if he applies for one.

Tesone said a petition would not help because the junkyard, which has been there for about 50 years, was there before the neighbors and before the zoning laws. The owner has a constitutional right to have the business, he said.

Mrs. Campbell said she believes the township's zoning law say something different.

The law states if a property has not been used for 12 months consecutively, then it falls under current zoning laws, she said.

Mrs. Campbell said she doesn't understand why supervisors would consider giving Lehman a new license when the property has been "abandoned" for years.

"I just don't understand when anything's going to change," she said.
