alleged kidnapper arraigned By Patrecka F. Adams Herald Staff Writer A Warren woman accused of killing a man she said kidnapped and sexually assaulted her was arraigned in Eastern District court Thursday, as was another man accused in the abduction. Through a public defender, Lisa Cogar, 37, pleaded not guilty to the charge and requested her $100,000 bond be lowered to $10,000. District Justice Ronald Rice refused to lower the bond due to the nature of the felony charge. He set a preliminary hearing for 10 a.m. Tuesday in his Brookfield courtroom. After deputies led Ms. Cogar away, Tim Williams, 33, stood before the judge and, through his attorney, pleaded not guilty to kidnapping Ms. Cogar and requested a $10,000 bond. Rice refused to lower the bond, kept it at $100,000 and set Williams' preliminary hearing for 10 a.m. Tuesday as well. |
