Farrell man wins appeal of life term

For the second time in 13 years, Anthony Wayne Parks pleaded guilty to killing his grandmother.

Parks, 40, formerly of Farrell, pleaded guilty Wednesday in Mercer County Common Pleas Court to third-degree murder and robbery in the stabbing death of Daisy Parks at her Farrell home the evening of Dec. 6, 1989.

On June 11, 1990, Parks pleaded guilty to second-degree murder for the same crime with the stipulation he was mentally ill.

In 1990, Parks was sentenced to life in prison without possibility of parole. Wednesday, as the result of winning an appeal of his original sentence, he learned he could be free in six years.

Guilty pleas to third-degree murder and robbery in 1989 each carried a mandatory sentence of at least 10 years in prison, but no more than 20. State laws have since been amended to place a minimum 20-year sentence on third-degree murder, but Judge Francis J. Fornelli, who sentenced Parks in 1990 and again on Wednesday, was bound to follow the sentencing laws in effect at the time of the crime.

Parks will serve consecutive sentences for the two crimes and with a minimum 20-year sentence dating back to when he first began serving time, he will become eligible for parole in December 2009.
