Report on town water system overflowing with information

More than three dozen Sharpsville residents were in attendance Wednesday at a special town meeting called by council to hear the report on the water system compiled by Resource Development and Management Inc. of Pittsburgh.

Instead of clarifying the picture for those residents, and perhaps even council members, RDM may have only served to muddy the waters regarding a future decision about the aging water plant under an avalanche of numbers.

Council President Jack Cardwell said council would probably discuss the report at its work session at 7 p.m. Monday at the borough building. But when pressed by a citizen for a time frame when a decision -- which has been years in the making -- might eventually be made, Cardwell replied, "I'm not even guessing at that."

RDM, represented by finance officer Jacob N. Skezas and vice-president of special projects Michael Kenney, prepared a power-points presentation and an eight-part, 17-page document that highlighted financial alternatives and the affect they will have on the borough depending on whether the borough eventually remodels the existing plant for either $600,000 or $1.9 million, builds a new plant for about $3.2 million or sells it for $5.1 million to Consumers Pennsylvania Water Co.
