The change allows the county to shift $1.6 million from the bond issue, along with $400,000 from the county's capital reserve fund, into a $2 million pool for the projects.
The amendment does not mean funds are being added to the county's debt account, said Commissioner Cloyd "Gene" Brenneman. The bond account was originally established to pay for 1993 internal expansions at the jail, among other major projects.
The county needs the money for repair work now on the porticos, or covered porches.
Over the years, water has leaked through shifting tiles and weakened supports.
The jail needs vents in case fire should break out in a cell, a consultant said.
Brenneman said the funds also will be used for kitchen equipment in the jail and roof replacements on other buildings.
Through a bank, a bond issue borrows funds from investors to pay for municipal projects. Investors are paid back over a long term with tax free interest.
