Council endorses choice for consolidation study

With a 3-2 vote, Sharon council Monday authorized the Pennsylvania Economy League to conduct the Shenango Valley Consolidation/Merger Study.

Council President Raymond Fabian voted yes, but said he had reservations about the Economy League conducting the study. He said he questioned the league's track record.

Fabian said in his 32 years of experience in the Sharon school district, he has seen many studies conducted by the league end up "sitting on a shelf collecting dust."

Councilman George Gulla, who voted in favor of the league, said he thinks it is the responsibility of the group authorizing a study to do something with it. It's wrong to blame the league, he said, because after it has conducted the study, its job is done.

Council members Chris Outrakis and Fred Hoffman opposed the plan. Both said they agreed with Fabian.

Fabian said he voted in favor of the league's proposal because Farrell Mayor Eugene C. Pacsi asked for the study in January 1998, and seeking new bids would take at least an additional three months.

Fabian said he felt the choices for the study were limited since there were only three bids. He said the league was the only real choice.

Council's vote was not binding, since the decision to hire the league or another contractor was Farrell council's.
