ty has been delivering quali-
ty and cost-effective services
to the residents of Mercer
County for over 45 years.
We are one of 1,000 local

which cover 96 percent of
the nation’s counties and all
of its territories.
The Community Action
Program was founded by the
1964 Economic Opportunity
Act created during President
Johnson’s administration.
CAAs are a primary
source of direct support for
the more than 34.5 million
people who live in poverty.
Collectively, our network
helps over 16.2 million indi-
viduals and 3 million families
become more self-sufficient
each year.
CAPMC is the grantee for
the Pre-K, Early Head Start
and Head Start programs
which are operated by Far-
rell Area School District.
Other programs include,
State and Utility funded
Weatherization and Energy
Education; Work Ready Em-
ployment and Employment
Support; Elm Street, Senior
and Special Needs Housing,
Housing Counseling, Rural
Housing Loan Packaging
and Property Management.
In 2011, we opened North
East Manor, a 40-unit senior
apartment complex located
in North East, Erie County,
which is the first LEED Sil-
ver certified HUD Section
202 project in the nation.
County developments in-
clude William A. Gargano
Towers, Garden Way Apart-
ments, Hempfield Apart-
ments, Tushim Manor, Lega-
cy House and Independence
Park.
CAPMC plays a vital role
in supporting the local econ-
omy by generating over $8
million of state and federal
contracts annually.
We use local vendors, sup-
pliers, contractors and pro-
fessional services. We create
and sustain livable wage rate
jobs and pay real estate tax-
es. We generate new mort-
gages and help save others
from foreclosure. We invest
in community infrastructure
and contribute to other wor-
thy causes.
From a return on taxpayer
investment
perspective;
every tax dollar received
generates an additional $4 to
our local economy.

North East Manor, a new 40-unit senior apartment complex in North East, Erie County, was opened by Com-
munity Action Partnership of Mercer County last year. The complex was the first Leadership in Energy and Envi-
ronmental Design Silver Certified project by the federal Housing and Urban Development in the nation.

Legacy House is another housing project created by
Community Action Partnership of Mercer County. The
four-unit complex is leased to AWARE Inc. for transi-
tional housing used by victims of domestic violence.
