Russo offers booster club rules

Booster clubs operating in Sharon City School District could have a new set of rules to follow if directors decide they like a policy proposed Wednesday by school board member Dominick Russo.

Russo drafted a policy that applies to all booster clubs using the name of the school district or students in their fund-raising events.

Russo said he looked at similar policies from other school districts served by Midwestern Intermediate Unit IV, Grove City -- including Mercer, Wilmington and Chartiers Valley -- and "put together the best of all of them."

"I'm not picking on anybody," said Russo, who last year called for an investigation into one booster club's activities.

Included in the policy are the provisions that booster clubs must:

  • Give directors a set of bylaws that includes the group's name, purpose, non-discriminatory membership policy, dues, club officers, duties of officers, meetings and committees.

  • Submit by July 1 annually a financial plan showing fund raising and expenditures so administrators can develop a fund-raising plan for all organizations to "avoid a duplication of effort."

  • Give directors a list of club officers or a contact person for the group by July 1 annually.

  • Give directors a financial audit report by Aug. 30 annually.

  • Have at least one elected officer be a parent or legal guardian of a student.
Russo asked his fellow board members to look over the proposal and consider it.

He said he hopes the policy will help the district "avoid embarrassment" in the future and stop the duplication of fund-raising efforts among booster clubs.

In October, Russo questioned the validity of some fund-raising activities by the Sharon Touchdown Club, which benefits the high school football team.

Russo called for an investigation of the club's fund-raising activities, including a car raffle that never took place and a wall of commemorative bricks that was not put up at the football stadium.
