Local man charged in kidnapping, rape

A Farrell man was arrested Thursday for allegedly kidnapping a woman in Franklin and bringing her to Farrell, where he raped her, police said.

Anderson L. Stoutmire, 35, of 817 Wallis Ave., was arrested at 7 p.m. in the 900 block of George Street, Farrell, by Southwest Mercer County Regional police on a Franklin warrant, police said.

Stoutmire was charged with kidnapping, rape, carjacking, unlawful restraint and simple assault, police said.

Franklin police said Stoutmire kidnapped a 26-year-old woman Tuesday at Evergreen Drive and 15th Street, and forced her to go to Farrell.

Although the alleged rape occurred in Farrell, Southwest has not investigated the case.

Police Chief Joseph Timko said his department received notice of Franklin's case Thursday, but no one has come forward to file a complaint with his department, which would initiate an investigation.

"They said they were working under the premise that this was one continuous act," Timko said of Franklin police.

The Franklin probable cause affidavit does not list an address in Farrell where the alleged rape occurred, Timko said, adding that his department could become more involved in the case later.

Stoutmire was picked up by Franklin police at 9:08 p.m.

He was arraigned this morning at the office of District Justice Robert Boyer, Franklin, and jailed on $50,000 bond, police said.

Stoutmire also was wanted by Franklin police on a bad check charge from 1993, police said.
