Dog killing raised at council meeting

Sharpsville residents had suggestions and questions for borough council Wednesday about police Chief Bruce Rosa's shooting of two pit bulls on March 29.

Resident Gene Piehuta shared information with council members on the dog law from Akron, Ohio, which he downloaded from the Internet.

Piehuta said he thought the borough could take into consideration some of Akron's laws, which include specifications for kennels and photographing dogs when they are registered so the city always has a record of them.

Council President Jack Cardwell said the information will be referred to the borough's public safety committee.

Council also heard from resident Mike Chavara, who asked if the public could access police reports, such as the one from the dog-shooting incident.

Borough Solicitor Joseph Joseph said the public can get copies of a police report for a fee, unless the case is still under investigation. He said investigation notes are not open to the public.

Joseph ended discussion of the case because he said the dogs' owner has threatened a civil lawsuit.

Rosa shot the pit bulls, owned by Geno Blair of 352 Walnut St., after receiving a report that they were running loose and had confronted a pregnant woman and her 2-year-old son. Earlier this week, Mercer County District Attorney James P. Epstein said Rosa was justified in killing the dogs.

Blair, who set up a memorial to his dogs in front of his house, was charged with disorderly conduct after the shooting. A hearing has been scheduled for 10 a.m. April 18 at District Justice James McMahon's office in Sharon.
