James A. Hickey, 60, was cited after he followed and harassed a female driver, police said. He followed the woman east on state Route 965 from Interstate 79 and as the two vehicles stopped at state routes 965 and 173, he rear-ended the woman's vehicle twice, police said.

Police said when the woman got out of her vehicle to get his license plate number, Hickey got out of his vehicle and began using obscene language. Police said Hickey drove off and was stopped by Polk police.
