Dumping halted on farm for now

Authority wants neighbors to get all the facts

Trucks have stopped dumping waste byproducts from the Allegheny County Sanitary Authority's sewage-treatment plant on a Jackson Township farm -- at least temporarily.

Sludge from the Allegheny County Sanitary Authority had been dumped by the tractor-trailer load since Thursday on more than 800 acres of pasture owned by Roy H. Neer of Slippery Rock.

Neighbors have been up in arms that they weren't notified before the dumping began and have environmental concerns about the waste which is being used as fertilizer.

"We thought we would hold off for a day or two until we can make sure some issues are clarified," said Nancy Barylak, authority spokesperson. "We thought, 'Let's put the brakes on this and let's get the facts out there.' "

Though the responsibility for notifying neighbors about the dumping fell to NU Soil Farms Inc. -- a company the authority subcontracted to dump the waste product -- the authority decided to suspend shipments.

NU Soil reported to the state Department of Environmental Protection that 20 landowners who own property adjacent to Neer's farm were notified. But some residents claimed at a community meeting Monday night they did not receive the letters.

Others said their names should have been added to the list because their properties abut Neer's.

Joseph Carlin, president of NU Soil, said letters were mailed to everyone whose property was deemed adjacent to Neer's, according to state regulations for the permit process.

DEP is reviewing the notifications.

"We want to make sure that the people that were supposed to be notified, were notified," said Freda Tarbell, community relations coordinator for DEP.

Another community meeting about the waste dumping will be held at 7 p.m. today at the Jackson Center firehall.
