Recovery leaders eyeing GALSA

Other 'interjurisdictional' efforts likely to be examined

A Pittsburgh firm hired late last month to orchestrate Greenville's long-term fiscal recovery plans to take a close look at all "interjurisdictional" programs that cost the borough money, Borough Manager Kenneth S. Weaver told Greenville Area Leisure Services Association board members on Monday.

GALSA serves Greenville and the surrounding area but is funded largely by the borough, which is declared a financially distressed community under the state's Act 47 program.

Weaver said the Pittsburgh-based consultants Resource Development & Management Inc., Greenville's state-appointed Act 47 recovery coordinator, will take a close at GALSA and other injurisdictional programs to learn how they operate, how they are funded and how they spend their money.

Other programs involving Greenville and other communities include the Greenville-West Salem Township Police Department, Greenville Municipal Authority and Greenville Sewer Authority.

In GALSA's case, Weaver said the Pittsburgh firm could also "determine whether they should be separate (of the borough) or if the relationships should be more close."

Weaver told GALSA board members that a representative of the Pittsburgh firm could begin meeting with heads of the various interjurisdictional departments later this week.

Borough council should provide an Act 47 update when it meets at 6:30 tonight at the borough building.
