Lawrence County votes
to retain government form

NEW CASTLE -- Voters in Lawrence County defeated a referendum that would have changed the system of government.

Three commissioners and nine row officers, all elected, will remain. A measure that would have changed the governmental structure to a seven-member council with an appointed manager was defeated.

The change was recommended by a government study commission appointed a year ago. The positions of district attorney and controller would have remained elected.

Elected row officers were pleased with the outcome.

"All of the little people of the county stood up and said we want to keep our elected officials," said Gary F. Felasco, county treasurer. Helen I. Morgan, who has been prothonotary and clerk of courts for 20 years, said she believed the referendum was defeated because voters worried they wouldn't be fairly represented under the council-manager form.
