Authority will try for grant to help Winner Development

If things go according to plan, the Sharon Industrial Development Authority could make $1.25 million by securing a grant for Winner Development LLC for the development of the former Westinghouse Electric Corp. site in Sharon.

The Sharon IDA agreed Tuesday to try to secure a state Industrial Development Program grant which will then be lent to Winner Development, owned by businessman James E. Winner Jr.

Winner will repay the authority over a period of 15 years at 2 percent interest, said solicitor William Madden of Sharon.

The Sharon IDA will be able to keep that $1.25 million and use it for other economic development projects in the city, Madden said.

The grant to Winner will be used to repair the roof, downspouts and gutters of an office building on Sharpsville Avenue, Madden said.

Winner has submitted a revised business plan to the state. If the state approves the plan, it will request the Sharon IDA apply for the grant, said Mourice G. Waltz, a planner and consultant from Sharpsville.

Before the Sharon IDA can take over the grant application, Mercer County Industrial Development Authority must pass the project on to the city board.

MCIDA was originally backing Winner on the project but the two stopped working together after Winner accused MCIDA of dragging its feet on grant applications and foiling his plan to create a multi-tenant industrial park.

MCIDA said despite repeated requests, the company failed to supply information on 21 conditions set by the state in order to get the grant.

Winner is also reapplying for a $7 million state grant, Waltz said. Time ran out to apply for the grant after the state said Winner didn't supply enough necessary information about the project and its funding sources. Then Gov. Mark S. Schweiker said the company would have to reapply.
