Greenville council hires new borough manager

The new Greenville borough manager vowed to bring integrity to his office and to bring fiscal stability back to the borough after council formally hired him Tuesday night,

Greenville council named Vance E. Oakes of Falls Creek, Pa., the new borough manager.

He will start the job March 31 at an annual salary of $45,000.

Oakes replaces Kenneth S. Weaver, whose contract was not renewed because his family did not move to the area. Weaver left amid complaints from borough employees and controversy over his personal finances.

Oakes, 32, earned a bachelor's degree in business administration from Clarion University in 1993 and has been borough manager in Falls Creek since then.

While in Falls Creek, Oakes managed a $3.5 million sewer system construction project and has written more than $2.5 million in successful grant applications.

Councilwoman Joanne Gibson-Price said she was excited about welcoming Oakes to Greenville.

Oakes came very highly recommended by Jefferson County and Pennsylvania officials and was approved by the borough's fiscal recovery coordinator, RDM Inc.

Oakes was chosen from 18 applicants -- four of them from Greenville and another from nearby Hartstown.

Oakes, who is married, said he will stay in Greenville until his wife, Shelli, can sell their home in Falls Creek. They will then find a home in Greenville, he said.

"I can't wait to roll up my sleeves and get to work," he said.
